Model-free PII lane: IBAN mod-97, Luhn-validated card numbers, 9+-digit phone runs, email regex, domain blocklists. Deterministic verdicts at ~zero inference cost — no forward pass at all. On prod it's wired as a hybrid: rules fire first, the `pii` head handles the fuzzy phrasings.

Honest limits

Rules pack, not a learned head — exact patterns are provable, but fuzzy/obfuscated phrasing ('jane dot doe at gmail dot com') falls through to the fallback head or to none. Ship both `pii` (head) + `pii_rules` (rules) together: rules catch the exact shapes, the head catches the fuzz.
